  Experience:

        1962 to 1966    Nichols Engineering Company, Consulting Engineers
                                    Union City, Tennessee.  Summer work consisting of
                                    field work, drafting, and soil cement testing.

        1966 to 1967    City of Ft. Wayne, Indiana
                                    Sewer engineering department, part-time work while in
                                    college, consisting of field work, drafting, and design of
                                    sanitary sewer collection lines.

        1967 to 1973    Nichols Engineering Service, Inc., Consulting Engineers,
                                    Union City, Tennessee.
                                    Involved in design and construction supervision of water
                                    systems, sewer systems, sub-divisions, land surveying and
                                    mapping, roads and streets, airports, and recreational
                                    facilities.   Project manager for various projects.

        1973 to 1977    Nichols Engineering Service, Inc.
                                    President and Project Engineer.  Duties included personnel
                                    contact, supervision, job scheduling, office management,
                                    reports, design and preparation of plans and specifications
                                    for the various engineering projects.

        1977 to 1982    Russell & Axon, Engineers-Planners-Architects
                                    Daytona Beach, Florida

                                    President and office manager of Nichols Engineering Service,
                                    Inc., Union City, Tennessee, a wholly-owned subsidiary of
                                    Russell & Axon.

                                    Duties included client contact, personnel contact and
                                    supervision, job scheduling, reports, design, and plans
                                    and specifications preparation.

                                    Was heavily involved in the EPA 201 program since its
                                    inception, and was responsible for the conduction of numerous
                                    Infiltration/Inflow Analyses, Sewer System Evaluation Surveys,
                                    and Facility Plans.

                                    Work also included complete engineering services on water
                                    distribution and treatment facilities, wastewater collection and
                                    treatment facilities, storm sewer systems, streets, bridges, parks,
                                    recreational facilities, airports, gas lines and steam (heating)
                                    lines.   The largest of these projects was a $6.5 million waste-
                                    water treatment plant for the City of Dyersburg, Tennessee.

        1982 on               Owner and chief engineer of Robert L. Nichols & Associates,
                                    Engineers-Surveyors, Union City, Tennessee.

                                    Also served two years as an adjunct instructor in the
                                    Engineering  Department of the University of Tennessee
                                    at Martin, teaching surveying courses.
